MEMORANDUM <br />orthwest Essoci2ted consultants, inc. <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 11 November 1986 <br />RE: Text Amendment - Essential Services - Cellular Telephones <br />FILE NO: 758.09 - 86.38 <br />The application of the Cellular One Telephone Company to construct a trans- <br />mission facility has spurred concerns that the City's Zoning Ordinance may <br />not deal adequately with the issue of antenna construction for essential <br />services in the City. While the intent of the current language is inter- <br />preted to require a conditional use permit, it was written prior to cellular <br />technology. Therefore, we have included a proposed text amendment which <br />should help to clarify the ordinance in this regard, <br />The requirement of a conditional use permit will cause any such application <br />to meet the criteria listed in the Administrative Section of the ordinance, <br />which are as follows: <br />C. The Planning Commission shall consider possible adverse affects to the <br />proposed amendment or conditional use. Its judgement shall be based <br />upon (but not limited to) the following factors: <br />1. The proposed action has been considered in relation to the specific <br />policies and provisions of and has been found to be consistent with <br />the official City Comprehensive Land Use Plan. <br />2. The proposed site is or will be compatible with present and future <br />land uses of the area. <br />3. The proposed use conforms with all performance standards contained <br />herein. <br />4. The proposed use will not tend to or actually depreciate the area <br />in which it is proposed. <br />5.
