Placement of this cable will be along and within Soo Line <br />Railroad right -of -way with construction scheduled to begin as soon in the <br />spring as possible. <br />On a preliminary field visit to your office on Nov. 19, 1986, I was told <br />by your staff to submit a set of plans to you for your review.
