This memo serves as a supplement to our previous report dated 9 December 1986. In response to the Commission's request that a set of criteria be established in order to accommodate this request, we have met with the developer and have re- viewed the issues. While our original concerns remain, we have established a list of recommendations upon which approval should be contingent. The CUP should be for enclosed, accessory retail sales (not outdoor sales) and the conditions of typical retail sales lots imposed. In addition, we would recommend that at the time of the yearly license renewal, the applicant be required to demonstrate that no more than 25 vehicles were sold to retail customers during the previous 12 months. The recommended conditions are summarized below: 1. Outside services and sales are associated with a principal building of at least one thousand (1,000) square feet of floor area. 2. The entire sales lot and off - street parking area is paved. 3. A minimum of three hundred eighty (380) square feet of sales area per vehicle is provided. 4. Adequate off - street parking and off- street loading in compliance with the requirements of Sections 903.050 and 903.060 of this ordinance is provided. 5. A perimeter curb is provided around the sales /parking lot. 6. A strip of not less than five (5) feet adjacent to the public right -of -way shall be landscaped and screened in compliance with Section 903.020, G of this ordinance.
