Sales area is grassed or surfaced to control dust. <br />6. The provisions of Section 921.010, C of this ordinance are <br />considered and satisfactorily met. <br />C. Accessory, enclosed retail, rental or service activity other than that <br />allowed as a permitted use or conditional use within this Section, <br />provided that: <br />1. Such use is allowed as a permitted use in a "8 -3" District. <br />2. Such use does not constitute more than thirty (30) percent of the <br />lot area and not more than fifty (50) percent of the gross floor <br />area of the principal use. <br />3. Adequate off - street parking and off - street loading in compliance <br />with the requirements of Sections 903.050 and 903.060 of this <br />ordinance are provided. <br />4. All signing and informational or visual communication devices <br />shall be in compliance with Section 903.110 of this ordinance. <br />5. The provisions of Section 921.010, C of this ordinance are <br />considered and satisfactorily met. <br />The applicant notes on his application that vehicles will be stored both inside the <br />building as well as outside on the lot. As such, a number of restrictions are <br />required by the above sections. First, the outdoor sales area may be no greater <br />than 30 percent of the principal use. The building is 6,100 sauare feet, limiting <br />the outdoor sales area to 1,830 square feet. The problem which becomes apparent <br />with this is that there is bound to be great difficulty in enforcing a limited <br />outside (or inside) retail sales area amid a larger wholesale operation. The <br />site effectively becomes entirely a retail sales lot. <br />One option would be to impose the conditions of used car sales which are utilized <br />in the Business Districts. Those provisions are as follows: <br />911.040 H. Motor vehicle sales lot, provided that: <br />1. Outside services and sales are associated with a principal <br />building of at least one thousand (1,000) square feet of floor <br />area. <br />2. The entire sales lot and off- street parking area is paved. <br />3. A minimum of three hundred eighty (380) square feet of sales area <br />per vehicle is provided. <br />
