MINUTES <br />Planning Commission <br />July 9, 1987 <br />Ryan <br />Property <br />Division <br />& Combination <br />Orr <br />Property <br />Division <br />Slumberland <br />DeSoto <br />Mr. Art Ryan appeared before the Council requesting approval of the <br />division of a triangular piece of property from one lot and the <br />recombination of this piece with another lot. <br />The City Planner recommended approval. <br />Mrs. Timmons recommended approval of the Art Ryan lot split as <br />presented and the combination of that piece of property with Lot 5. <br />Motion seconded by Mr. Herkenhoff. <br />Motion carried 7 - 0. <br />Mr. Davison recommended that the Dr. Ernest Orr property division <br />be tabled due to the applicant not being present. <br />Motion seconded by Mr. Davison. <br />Motion carried 7 - 0. <br />Costa asked the status of the Slumberland project. <br />The Planner explained that the Building Inspector has informed Larry <br />Lee that the fire rating of the building would have to be increased <br />if the building were located 15 feet from the north property line. <br />Mr. Lee then planned to move the building further south but could <br />not do so because of bad soils. Lee then tried to negotiate a 45 foot <br />easement with the Gardner Bros. property to the north, however, the <br />Planner did not know if this has been accomplished. <br />Costa felt that if the location of the building is changed, Mr. Lee should <br />have to come before the Planning Commission again. <br />DeLonais noted that the Slumberland project only received concept <br />approval from the Commission and would still need to come before <br />the Commission for final approval. <br />The Planner stated that he would check this out, and, if necessary, <br />contact Mr. Lee. <br />Costa asked who would pay for the improvement of DeSoto Street <br />should the City purchase park land along this proposed street. <br />The Planner noted that there have been some discussions of this <br />in the past, and indications were that tax increment financing <br />may be used on the west, with property owners on the east being <br />assessed. The Planner noted that if the City owned park land, <br />it may have to assess itself for the improvement of DeSoto. <br />Page 5 <br />
