CHLEBECK, Clerk 515 Little Canada Road Little Canada, Minn. 55117 484 -2177 TO: Mayor City Council FROM: Bev Scalze DATE: June 30, 1987 RE: Park Commission - Needs Assessment Survey MAYOR Michael Fahey COUNCIL Beverly Scalze Bill Blesener Rick Collova Jim LaValle As you may have noted in recent minutes, the Park Commission is considering doing a needs assessment survey to guide them in planning for park and recreation services and capital expenditures. The Commission has interviewed one consulting firm, and I have obtained a copy of the recent survey that Shoreview did for all their City policies, including park and recreation. The reason for this letter to you is, since it is an expensive ($5,000 for Shoreview, $15,000 for the St. Paul consultant) and time - consuming process, it may be a better use of time and money to do an over -view of all City policies, not just park and recreation. I am passing around a copy of Shoreview's survey for your examination. It seems long, but can be skimmed in about an hour. As you will note there are many areas we can gain insight into setting policies, such as pet control, recycling, daycare, code enforcement, development incentives, justified tax increases, cable TV, City newspaper, etc. After you look at it pass it to the next person on the list as quickly as you can. Northwest Consultants also does this type of service and possibly a quote could be obtained from them. It may or may not be an advantage to have a City staff consultant such as them do this needs assessment survey. We should discuss that at one of our July or August meetings.
