CHLEBECK, Clerk <br />515 Little Canada Road <br />Little Canada, Minn. 55117 <br />484 -2177 <br />TO: Mayor <br />City Council <br />FROM: Bev Scalze <br />DATE: June 30, 1987 <br />RE: Park Commission - Needs Assessment Survey <br />MAYOR <br />Michael Fahey <br />COUNCIL <br />Beverly Scalze <br />Bill Blesener <br />Rick Collova <br />Jim LaValle <br />As you may have noted in recent minutes, the Park Commission is <br />considering doing a needs assessment survey to guide them in <br />planning for park and recreation services and capital <br />expenditures. <br />The Commission has interviewed one consulting firm, and I have <br />obtained a copy of the recent survey that Shoreview did for all <br />their City policies, including park and recreation. <br />The reason for this letter to you is, since it is an expensive <br />($5,000 for Shoreview, $15,000 for the St. Paul consultant) and <br />time - consuming process, it may be a better use of time and money <br />to do an over -view of all City policies, not just park and <br />recreation. I am passing around a copy of Shoreview's survey <br />for your examination. It seems long, but can be skimmed in <br />about an hour. As you will note there are many areas we can <br />gain insight into setting policies, such as pet control, <br />recycling, daycare, code enforcement, development incentives, <br />justified tax increases, cable TV, City newspaper, etc. After <br />you look at it pass it to the next person on the list as quickly <br />as you can. <br />Northwest Consultants also does this type of service and <br />possibly a quote could be obtained from them.
