The park board members of the other cities do not receive <br />any compensation. However, they reportedly do not put in <br />the same amount of time as the statutory park board members <br />do. (M.S. 412.501) <br />The law is effective on August 1, 1987. <br />CHAPTER 138: AUTHORIZATION OF SPECIAL ASSESSMENTS FOR <br />H.F.867/S.F.748 SOUND BARRIERS <br />The law adds highway sound barriers to the list of <br />improvements that a city can levy special assessments for. <br />"Highway sound barriers" is defined as sound abatement walls <br />erected along highways to reduce noise levels caused by <br />traffic. <br />Under the new law, a city may levy special assessments <br />for this purpose only against properties which directly <br />benefit from the improvement. The amount of the benefit is <br />to be measured by the increase in the property's value as a <br />direct result of the improvements. <br />The city of Bloomington may be the first city to put the <br />law into practice. Several years ago, the state passed a <br />law that required sound barriers through residential areas <br />but not through commercial- industrial areas on Interstate <br />Freeways in the metro area. <br />In part of the C/1 area along 35W in Bloomington, some <br />of the businesses have sold out. A builder is planning to <br />clear the area and build homes on the vacated land. If it <br />is going to become a residential area, sound barriers must <br />be installed to comply with the state law. The builder will <br />not begin until he is assured that the city can levy special <br />assessments to pay for the barriers. The law will allow <br />Bloomington to do so. (M.5. 429.011; 429.021, Subd.1) <br />The law is effective on August 1, 1987. <br />CHAPTER 228: CHAMPLIN - GRANT PROGRAM FOR CERTAIN SPECIAL <br />H.F.1141/ ASSESSMENTS <br />S.F.1087 <br />The law allows the city of Champlin to use any funds <br />from public improvement projects which have been lawfully <br />transferred to the city's general fund for a grant program <br />to assist low- income homeowners in paying special <br />assessments levied against their homesteads under M.S. 429. <br />PAGE -4 <br />
