III r3 Seventh and Robert Streets <br />ti St. Paul, Minnesota 55101 <br />Minnesota Housing Finance Agency (MHFA) has invited Metro HRA to apply for <br />funds appropriated by the State Legislature for Phase IV of the Rehabilitation <br />Loan Program. This program provides deferred payment loans to low- income <br />homeowners to make improvements affecting safety, energy improvements, <br />accessibility, and habitability of their homes. Metro HRA administers the <br />program in Ramsey County communities (except St. Paul). <br />When the program began in 1982, your city council approved a resolution <br />authorizing Metro HRA to apply for the MHFA funds and administer the program <br />within your city. Since that time, we have administered $7,500 to assist home- <br />owners in your community to make improvements to their homes. <br />In order to complete our application for the Phase IV funding, we again need a <br />resolution authorizing your community's participation in the program. I have <br />enclosed a sample resolution such as the one that was previously approved by <br />your city council. Also enclosed is a summary of the program. Since Metro HRA <br />must submit its application to MHFA by July 10, 1987, we would appreciate your <br />help in getting the resolution scheduled (and approved) at the earliest <br />possible council meeting. <br />If you have questions or if Metro HRA can be of any assistance, please call <br />Kathy Fox at 291 -6600. <br />Thomas C.
