Walter Johnson and Mr. Daniel W. Johnson of Connco Shoes located on Country <br />Drive have submitted a request for a Variance from the sign height requirement for <br />freestanding pylon signs. <br />The Connco Shoes building has surplus space available and have a prospective retail <br />tenant to occupy this space. <br />Currently a 40 foot pylon sign exists bearing the Connco Shoes name. This is consi- <br />dered a roof sign. In September 1986, the sign ordinance was amended to grandfather <br />in roof signs as conforming signs if constructed prior to the effective date of the <br />ordinance. As such, the Connco Shoe sign is considered conforming. <br />Attachment A is the variance request, Attachment 8 is the site from I -694, Attachment <br />C is the building and sign height information and Attachment D is the site plan <br />showing elevations. <br />VARIANCE <br />The applicant is requesting a variance from the sign height requirement. The max- <br />imum height of a pylon sign is 25 feet. The applicant is proposing a 40 foot sign <br />for the prospective new tenant. <br />As shown on Attachment C, the proposed new sign would be the same height as the <br />existing sign, and as such, the applicant's are requesting a 15 foot increase in sign <br />height to the proposed sign. <br />According to the purpose of variances, requests for variances from the literal pro- <br />visions of the ordinance in instances where their strict enforcement would cause <br />undue hardship because of circumstances unique to the individual property under <br />consideration, and to grant variances only when it is demonstrated that such actions <br />will be in keeping with the spirit and intent of the ordinance. As shown on Attach- <br />ment A, the Connco Shoe building is partially hidden from Highway I -694 by the natu- <br />ral topography and landscaping surrounding the building. Special conditions for a <br />variance may include exceptional topographic features such as this mature landscaping <br />that blocks the view of the building. <br />As shown in Attachment D the elevations of the building, berms, and road are shown. <br />The building floor sits at approximately an elevation of 888.00 the top of the build- <br />ing is at an elevation of 902.50. With I -694 elevation ranging from 901 + to 907 + <br />and the berms at an elevation of 904 + and 905 + topographic hardship is unique to <br />this property and therefore a variance request is reasonable. <br />The proposed sign will have a maximum height elevation of 926.5 or 40 feet as allowed <br />for the existing Connco sign.
