PLANNING REPORT <br />rortrwest wsociated co <br />T0: Little Canada Mayor and City Council <br />FROM: Stephen Grittman <br />DATE: 19 May 1987 <br />RE: David Wright Subdivision <br />FILE NO: 758.09 - 85.19 <br />Su <br />Ita -ts, irc. <br />MAY 21 1987 <br />CITY OF <br />LITTLE CANADA <br />This memorandum is to alert you to a current subdivision request in the area of <br />Allen Avenue between Desoto and Vanderbie Streets. The applicant, Mr. David Wright <br />owns a number of parcels in the area which have frontage on a half street at the <br />interior of the block. He wishes to subdivide his parcel to the east of these lots, <br />making the remainder of the street dedication to a 50 foot width, and build on or <br />sell the lots. A problem has arisen in this case as Mr. Wright does not control the <br />property at the intersection with Allen Avenue. This property is owned by Mr. and <br />Mrs. Fred Plessel. Without the needed right -of -way from the Plessel lot, there will <br />not be sufficient street right -of -way to access the interior lots owned by Mr. <br />Wright. <br />The Plessel lot was formerly a part of the Johnson property, who split the parcel <br />off in 1975. In that subdivision, the City required a change in the Johnson proposal <br />which would have created a parcel 100 feet deep with 120 feet of frontage on Allen. <br />The City required the parcel to have 130 feet of frontage, 30 feet of which was to be <br />reserved for right -of -way for a future street with 10,000 square feet of remaining lot <br />area. However, the City apparently did not require the dedication of that 30 feet. <br />Subsequently, the Johnsons recorded the subdivision and sold the 130 by 100 foot lot, <br />upon which a house was constructed. <br />The Planning Commission tabled action on the Wright Subdivision request, pending the <br />resolution of the access issue. The accompanying exhibits illustrate the proposal <br />and the available information on the background of the subdivisions in this area. <br />I would like to discuss the street acquisition issue at the upcoming 27 May Council <br />meeting.
