TO: City Council <br />Bev .ca 1:e <br />DATE: !kty 22, 1987 <br />RE: Capitol View use <br />copies to: <br />Joe Chlebeck <br />Steve Grittms,n <br />)eve Licht <br />Lt the School board meeting of May 13, 19E7 there was some <br />discussion of a possible senior program at Capitol Vie', as <br />;jested by Gary Tritle as a.nother option rather than sale <br />of the building. Since it appears that Globe uainess College <br />is relocating downtown (see attached newspaper article), 1 would <br />urge the city to actively pursue the senior program idea. <br />Pather than react to a situation, 1 believe we should act now <br />in a positive manner. <br />1 think there is a strong basis for need for a community center <br />in the east end of the district serving Little Canada, Manlewoocl <br />and o4stern Roseville. We have a large block of high density <br />units adjacent to the school district property at Capitol View. <br />In addition to the condos there, the mobile home park of 250 units <br />of predominantly senior citizens is within walking distance <br />across the street from Capitol View. <br />ince the district senior center is now to remain in the Fairview' <br />building rather than Parkview, it will not adequately serve our <br />population because of the distance. The Fairview Senior Center <br />is approximately 7-8 miles from the northeast area of our city. <br />Attached with this memo is a memo from our planner regarding <br />demographics which he is preparing for our park comprehensive plan. <br />The 1990 census figure for Little Canada was 7,102 people. Based <br />upon building permit data, our planner now estimates the 198e <br />population to he 9,021, and the preliminary projection for 2000 <br />is 10,546. A significant increase is shown in the 55+ age group <br />from 1109 to 1044, and the 65+ age group nearly doubles. <br />We are also now seeing many young families with children moving <br />into our new homes, increasing demand for pool use and gymnasium <br />space. People report to me of long lines for swimming class reg- <br />istration in community education, and also some say they are <br />unable to enroll their cLilciren because classes are full. Ti7e are <br />J/re of the urgent need for ballfield space, which is available <br />at Capitol View and has been a part of our recreation program for <br />years. <br />1 believe the school district would be interested in hearing some <br />idea from us rogarCaug what could be located in the Capitol View <br />buildincj, perhaps cily care (children nd handic:Inned sCulft) . we <br />Stoula dblcuss this on Wednesday, anC 1 wanted to show some basis <br />for what I fecl is LA rea:11 nec(7 in our city. <br />Page 92 <br />
