PLANNING REPORT TO: FROM: DATE: RE: FILE NO: BACKGROUND Mr. Michael Schifsky has applied for a Conditional Use Permit on behalf of Bankshot Billiards, Inc. The purpose of the CUP is to allow a billiards facility to operate in a portion of the new Rice at C Center at 2650 Rice Street. Little Canada Planning Commission Ken Roberts /Stephen Grittman 3 December, 1987 Bankshot Billiards C.U.P. 758.09 - 87.66 ANALYSIS Bankshot Billiards Inc.'s objective is to create a billiard center that the entire family may use with a home -like atmosphere and comfort. The applicant proposes to accomplish this in the 60' X 80' (4800 sq. ft.) space by having self -serve vending machines for the food and beverage service, a large quantity of seating and a high level of quality throughout the entire interior. No liquor or food sales (other than the vending machines) is being requested at this time. The applicant has the in -house ability to manufacture billiard tables, counters, benches and trim ensuring that these will be to their exact specifications. Fjf The center is proposed to have 23 billiard tables, 3 of which would be coin operated. The other 20 tables will be used by patrons who would rent the necessary equipment at the service counter. The center access will be through the one existing set of double doors on the front of the shopping center. Please see the attached.floor plan. The hours of operation have not been finalized at this time, but are expected to be requested from 8:00 a.m. to 2:00 or 3:00 a.m. These are viewed by Staff as compatible with adjoining 24 -hour food and fuel operation but are subject to the final determination of the City Council.
