Office of:
JOSEPH G. CHLEBECK, Clerk
515 Little Canada Road
Little Canada, Minn. 55117
484.2177
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
TO: Mayor and City Counci
FROM: Joe Chlebeck
DATE: December 30, 1987
RE: Soo Line Whistles
I have not received an answer from Mr. Nelson, Assistant
General Manager of the Soo Line Railroad, because he has
been on vacation. They are short of staff and did not know
when they would respond to our letter.
I did talk to Mr. Mark Night and he informed me that there
are some cities that did pass ordinances prohibiting train
whistles within their limits. However, this ordinance does
not prohibit railroad engineers from blowing the whistles
if they think it is necessary for emergency purposes. He
mentioned that such an ordinance puts the liability on the
city for prohibiting the railroad from doing their thing.
He also informed me that the cities with such ordinances
receive numerous calls as to why they are not blowing
whistles at intersections.
I also discussed this matter with Bill Keefe. He is also
of the opinion that if we prohibit the railroads from doing
"their thing" the liability will fall on us.
JC:bj
PAGE -7-
MAYOR
Michael Fahey
COUNCIL
Beverly Scathe
Bill elesener
Rick Collova
Jim LaValle
