City of Little Canada <br />September 29, 1987 <br />Page Two <br />It is the duty of the City Council to weigh the balance and <br />rule which factor is more important, noise versus public safety. <br />If the Council desires to eliminate the noise, they should pass <br />such an ordinance forbidding the sounding of bells and whistles at <br />railroad crossings protected by automatic flashing light signals or <br />gates. Such an ordinance would provide the exoneration of <br />liability the Soo feels is necessary before the present practice of <br />ringing the bell and sounding the whistle is eliminated.
