I offer my views <br />on the above problem in this memo so that the Council can con- <br />sider possible solutions. <br />Other municipalities have for some time tied any or all <br />conditions on a building permit to the occupancy of the struc- <br />ture. This applies to residential as well as industrial and <br />commercial construction. This offers the builders their per- <br />mit at construction start to avoid costly delays and gives <br />them time to satisfy any conditions that may be put on them. <br />A majority of lenders today require a certificate of <br />occupancy before loans can be completed. This has worked out <br />very well for several reasons. First, it assures that I will <br />get a call for the final inspection. (This did not always <br />happen in the past.) Secondly, this requirement puts the ob- <br />ligation of satisfying all conditions on the builder, as I <br />will not issue a certificate of occupancy until the conditions <br />are met to the satisfaction of the City. <br />In talking to other inspectors, they handle conditions in <br />much the same way. If the situation warrants it, a time limit <br />can also be included. <br />I will be in attendance at the meeting of September 30 <br />to offer any help I can. <br />Respectfully submitted, <br />iE <br />L.
