30.43 <br />it is determined that a sum equal to the portion of the cost of constructing the <br />sewer system attributable to the parcel or property as determined by assessment <br />proceedings or pursuant to the provisions of Section 30.32 Subd. B has not been <br />paid or is not in the process of being paid in regular installments. <br />Liability. Each user or owner shall be responsible for maintaining and cleaning <br />his sewer connection from the house to the sewer main. The City shall not be liable , <br />for any stoppages in the sewer sytem. Each user should provide a suitable back water <br />valve to prevent flooding of basements in the event of sewer stoppage. <br />One -House Per Sewer Connection. Not more than one house or building shall be <br />supplied from one sewer connection, except with the permission of the City Engineer <br />and Utility Supervisor. <br />Building Sewers. All building sewer connections must be made to the wye or riser <br />provided for that purpose. No sewer connection shall be laid in the same trench <br />with water, gas or any other pipe, and all sewer connections must be laid far enough <br />from all others to permit the repair or removal or relaying of any one without dis- <br />turbing the other, unless an alternate method is approved by the Utilities Supervisor <br />At the time any connection is made to the City sanitary sewer system, all cesspools, <br />septic tanks, or other sewage disposal facilities existing on the property which is <br />connected shall be pumped and then filled to earth level with suitable material. <br />Piping through cesspools or septic tanks will not be permitted, and connections to <br />buildings with existing cesspools and septic tanks shall be on the house side of the <br />cesspools or tank, unless an alternate method is approved by the Utilities Supervisor <br />All sewer connections shall be made by a person licensed by the City to perform this <br />work. Building sewers shall conform with all utility regulations as to materials, <br />depths of cover slope, and water tightness. No connection shall be covered or other- <br />wise concealed from sight until inspected and approved by the Inspector. <br />Connections Beyond Cit,y_ Limits. The provisions of Section 30.21 shall apply to sewer <br />service outsi e the corporate limits of Bloomington. <br />Penalty. Any person convicted of violating any of the provisions of this ordinance <br />shall be fined not less than $5.00, nor more than $300.00 or shall be imprisoned for <br />a period not to exceed 90 days. If a violation is of a continuing nature, each <br />twenty -four (24) hour period during which the violation shall continue, shall con - <br />stitute.a separate violation of this Chapter. <br />3 Enforcement. The water and sewer regulations described in this chapter shall <br />be administered and enforced pursuant to the direction of the City Manager by <br />the Public Works Department of the City. The Public Works Department may <br />issue appropriate orders, issue tags for violation or institute any other <br />appropriate actions or proceedings against a violator as provided for in this <br />chapter. Any violation of an order issued pursuant to this section by the <br />Public Works Department of the City shall constitute a violation of the water <br />and sewer regulations of the City and may be subject to penalty as described <br />in Section 30.42 of this chapter. <br />tion 30.371 added by Ord.
