Based on the study, we conclude that a signal is not justified. <br />Data collected nationwide and in Minnesota indicates the improper installation <br />of a traffic signal could increase the total number of accidents and increase <br />total motorist delay. To decrease the possibility of increasing accident <br />rates and motorist delays associated with traffic signal installations and <br />to gain maximum benefits, a series of warrants justifying signal installa- <br />tions have been developed. These warrants consist of time delays of <br />motor vehicles, accidents and volumes of traffic. Traffic signals should <br />not be installed until these warrants are met. <br />Based on traffic volumes, the intersection does not justify signalization. <br />Traffic volumes would have to increase considerably on Demont Avenue. The <br />need to install a traffic signal, based on volumes, appears to be several <br />years away. <br />In reviewing accident history, we did not see any major accident problem. <br />The majority of the accidents that have occurred over the past three years <br />are not of the type normally considered to be correctable by a traffic <br />signal. Also, comparing the number of accidents and and accident rates <br />of this intersection to similar signalized intersections, the present values <br />are lower. Therefore, the accident rate would not be expected to decrease <br />if a signal were installed. Based on experience, it would probably increase. <br />We appreciate the City's concern and will continue to make periodic traffic <br />counts and will monitor the intersection. Again, at this time, the need to <br />signalize still appears to be several years away. <br />Sincerely, <br />Mark R.
