MINUTES <br />CITY COUNCIL <br />MAY 8, 2013 <br />and was concerned that she would pay a higher sewer rate the rest of the <br />year when her water usage was likely to drop to normal levels. <br />The Superintendent indicated that City staff is recommending changing <br />the utility billing policy to allow the sewer rate to be billed lower if a <br />residential property's water usage decreased in subsequent quarters <br />following the first quarter billing. The Superintendent reported that the <br />new utility billing system can accommodate this. <br />Montour asked if the recommended change was based on one complaint. <br />The Superintendent reported that another similar complaint was made <br />recently and the Utility Billing Clerk indicated that she has had other <br />similar complaints in the past. <br />The Council indicated their support of this recommendation given that the <br />new utility billing system can accommodate it. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -5 -86 — APPROVING THE PUBLIC WORKS <br />SUPERINTENDENT RECOMMENDATION AMENDING <br />RESIDENTIAL SEWER RATES WITH SEWER RATES TO BE <br />BASED ON WINTER QUARTER WATER USAGE UNLESS A <br />SUBSEQUEST QUARTER HAS LOWER WATER USAGE WITH <br />THE SEWER RATE TO THEN BE BASED ON THAT QUARTER'S <br />WATER USAGE FOR THAT QUARTER — IF ANY QUARTER'S <br />WATER USAGE IS HIGHER THAN THE WINTER QUARTER, <br />THEN THE WINTER QUARTER WILL BE USED FOR THAT <br />QUARTER <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator requested that the Council authorize City staff to <br />pursue administrative warrants for those properties that have been non- <br />responsive in the water meter upgrade program. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -5 -87 — AUTHORIZING CITY STAFF TO <br />PURSUE ADMINISTRATIVE WARRANTS FOR NON - RESPONSE <br />PROPERTIES TO THE WATER METER UPGRADE PROGRAM <br />SUBJECT TO REVIEW AND APPROVAL BY THE CITY ATTORNEY <br />11 <br />
