MINUTES <br />CITY COUNCIL <br />APRIL 24, 2013 <br />CONSENT <br />AGENDA <br />Blesener pointed out that there is not sufficient support to proceed with a <br />Code amendment, and informed Berg that these bins should be removed <br />within the next two weeks. <br />The City Administrator reported that staff surveyed surrounding <br />committees relative to this issue. Of the five communities surveyed, only <br />White Bear Lake allowed the bins. Maplewood allows them by <br />conditional use permit, but has received no applications. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -4 -65 — APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVING THE VOUCHERS; <br />*AWARD BID FOR 2013 CRACK FILLING WORK AS <br />RECOMMENDED BY THE PUBLIC WORKS SUPERINTENDENT; <br />*APPROVE INCREASE IN WATER METER FEES AS <br />RECOMMENDED BY THE PUBLIC WORKS SUPERINTENDENT <br />AND ADOPT ORDINANCE AMENDING FEE SCHEDULE; <br />*APPROVE OFF -SITE GAMBLING PERMIT FOR LITTLE <br />CANADA RECREATION ASSOCIATIONS ANNUAL ICE FISHING <br />CONTEST <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />AMENDMENTS The City Planner reported that staff has raised three issues for discussion <br />TO ZONING and potential Zoning Code amendments. The Planning Commission has <br />CODE reviewed these issues and indicated a desire to study further. The first <br />issue relates to Comprehensive Sign Plan and the Code requirement for <br />processing a Conditional Use Permit when a multi - tenant building seeks to <br />display more than just a few signs on the property. The Planner indicated <br />that in most cases CUP approval has been based on staff review to ensure <br />that the plan meets Code requirements relative to size, location, and <br />design. Staff's suggestion is that rather than a CUP, an administrative <br />permit can be issued for Comprehensive Sign Plans that meet all <br />ordinance requirements. The Council was agreeable with proceeding in <br />this manner. <br />12 <br />
