We have reviewed the applicant's parking calculations <br />and found them to be consistent with Ordinance requirements. <br />The applicant has requested that only the spaces shown in <br />solid lines be striped at first. Although the remaining <br />area would be paved, it would not be striped until a need for <br />it was demonstrated. In view of the type of use and the <br />estimated number of employees, this is considered a reasonable <br />request. Also related to parking, the number, size and <br />spacing of driveway openings conforms to Ordinance require- <br />ments. <br />c. Loading Areas. The Zoning Ordinance requires one loading berth <br />per 1000 square feet of floor area. This would amount to 17 <br />loading berths based on the square footage of the building. <br />The applicant has indicated that based on their experience, <br />11 spaces proposed is sufficient for their use. It is <br />reasonable to assume that the applicant would not plan for <br />loading berths than what they will require, especially <br />considering the nature of the business. Since there are <br />sufficient areas in which loading berths could be added at <br />the south end of the building, a variance is considered <br />acceptable. <br />A final note pertaining to loading areas is that the Ordinance <br />requires a conditional use permit for loading berths located <br />at the front or side abutting a street. This was intended <br />for outdoor loading areas. Since the proposed loading berths <br />are all located within the structure, it is felt that this <br />requirement is unnecessary. <br />4. Existing Billboard. An advertising billboard is currently located in <br />the northern portion of the property is question. Ths applicant has <br />indicated that the sign is there under a short term lease agreement,' <br />and he assumed it would have to come down. Since billboards are <br />non- conforming uses, removal of the sign should be a condition of <br />approval. <br />RECOMMENDATION <br />In view of the preceding analysis, it is recommended that the City approve <br />the expansion request as proposed. The setback' variance should be contingent <br />upon provision of landscaping along the east side of the building. •Additional <br />landscaping on the property may also be desirable. The applicant has already <br />agreed in writing to stripe additional parking spaces as .necessary. . <br />
