May 20, 1981
Robert A. Braun
2397 Dianna Lane
Little Canada, Minnesota 55117
Little Canada Office
Ramsey County Sheriff's Department
14 West Kellogg Boulevard
St. Paul, Minnesota 55102
Dear Sir
I am writing you this letter representing myself as a homeowner on Dianna Lane
and also representing the view point of homeowners in Gervais Shores Homeowners
Association on Dianna Lane in Little Canada.
As your reports will show, we have had a number of incidents over the last year
which have required the help and support of the Ramsey County Sheriff's Depart-
ment. Among these have included burglary, with successive entries at the same
dwelling. Dianna Lane represents a dead end street which leaves County Road 82
and proceeds north to the cul -de -sac at Lake Gervais. Also extending from
Dianna Lane is another cul -de -sac street called Reidman Avenue: That street
is paved, however there are no dwellings constructed at this time. We have
several problems which relate to this specific situation. One is excessive
traffic on our street which creates serious safety problems in view of the large
number of small children which live in this neighborhood. This excessive traffic
is in spite of the fact that this is a dead end street, which should only bear
traffic for homeowners and visitors in this area. A second increasing problem
is the fact that boat owners who use Gervais Lake and Spooner Lake, park their
boat trailers on Dianna Lane, causing further congestion with traffic and
reduced visab±lity for drivers thereby increasing the risk of potentially
striking a child becuase of that reduce visibility. We are requesting that
your department post a no parking sign at the lower entrance to Dianna Lane
to discourage boat owners from parking their trailers in that area. There are
currently no residents located in that area and there is really no need for anyone
to park in that lower area•at its juncture with County Road B2.
The next area of concern regards current problems associated with Reidman Avenue.
My propertty abutts Reidman Avenue at the terminal portion of its cul -de -sac.
Your reports will show that on May 19, 1981, at approximately 7:30, I called
your department to report a group of approximately six to eight young people
congregating in that area with several cars drinking beer and throwing beer bottles
about the property. Your department did respond to my request and asked that
they leave the area. I recognize the difficulty in your department in trying to
take any further action regarding those individuals as most likely you did not
observe them drinking beer or throwing the bottles. This is a frequent problem
and it is increasing in occurance. I recognize that this is a low priority
problem on your list of important Sheriff's office functions, however, it would
be greatly appreciated by our neighborhood if occasional visits to that area,
particularly in the evening hours on the weekends, could be accomplished so that
people will understand that this is not an area that can be used for this type
of activity. We are concerned about the general security of our neighborhood,
and we do not believe that it is appropriate that non - residents or visitors
39
