NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada City Council <br />FROM: Brad Nielsen <br />DATE: 21 May 1981 <br />RE: Stenger Mini - Warehouses - Landscape Bond <br />FILE NO: 758.09 - 78.04 <br />Mr. William Stenger has requested that the City return the landscape bond which was <br />required as part of his conditional use permit for the mini- warehouses on Park Street. <br />He feels that he has complied with the landscaping requirements imposed as part of the <br />project approval. <br />As you may recall, Mr. Stenger has appeared before the Council previously to request <br />his refund. The Council was hesitant to forfeit the bond until the landscaping had <br />been inspected and a problem involving the current business (AAA Reupholstering Service) <br />had been resolved. <br />To our knowledge, it was determined that the existing business also serves as the rental <br />agent for the property and may remain. No additional use may be allowed other than <br />the mini - warehouse activity. It should be noted that the buildings were constructed <br />with only one office space which is occupied by AAA. <br />Insofar as the landscaping issue, no detailed landscape plan was ever required. Although <br />some landscaping was proposed on the end of each building, our staff report dated 17 <br />October 1978 recommended that the most critical concern was that the parking area be <br />screened from the residential area to the east of Park Street. In this regard it was <br />recommended that an earth berm and existing shrubbery on the east end of the site be <br />retained to screen the parking area. Upon inspection of the site, it was found that <br />Mr. Stenger had complied with this recommendation and has gone so far as to sod the <br />earth berm. While the plantings which were shown on an earlier building plan have <br />not been installed, these are not considered necessary since they cannot be seen from the <br />street and in all likelihood would die due to lack of maintenance. One final concern <br />was with a sign violation on the site.
