Mr. Folz informed the Council that the DNR and Corps
have determined that it is not necessary for them to act on the westerly
portion of the property. Mr. Folz also informed the Council that the
Watershed District has stated that the western site could be filled.
Mr. Tansey, another representative of Mr. Hammond's, informed the
Council that Mr. Hammond is willing to grant the necessary easements
to the City, but that Mr. Hammond does not want the public to have
rights on his property.
Mrs. Scalze suggested that the easements on the Hammond property should
be granted and then cleaned before the permit is granted to Mr. Hammond.
Mayor Hanson asked how much cooperation the City can expect from the
County and Department of Transportation in this matter. The Engineer
replied that the cleaning of the ditch will not stop a flood. The
Engineer feels the problem is much bigger than this. The Engineer
estimates the cost of cleaning the ditch to be between $5,000 and
$10,000.
Page,-6-
