NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, Mayor <br />and City Council <br />FROM: Anne Bronken <br />DATE: May 6, 1981 <br />RE: Greenwood Residence - Home for the Mentally Retarded <br />FILE NO: 758.09 (81.06) <br />BACKGROUND <br />REM, Inc. has submitted plans to build a residential facility for mentally retarded <br />adults similar to the plans submitted in February. However, a new location is being <br />proposed for the residence north of Little Canada Road and east of Jackson Street (see <br />Site Location Map, attached). <br />The property currently includes two zoning districts, "13-3 ", General Business, and <br />"R -1 ", Single Family Residential. The surrounding land uses and zones are generally <br />as follows: <br />North - <br />East - <br />South - <br />West - <br />Single Family, zoned "R -1" <br />Multiple Family, zoned "R -3" <br />Single Family and Vacant, zoned <br />Single Family, zoned "R -1" <br />Vacant, zoned "B -3" <br />1113_311 <br />Also refer to planner's report of 28 February 1981 for additional background information <br />and discussion. <br />ISSUES AND ANALYSIS <br />Zoning. The new location proposed for the Greenwood Home is similar to the original <br />site in that it is situated between an "R -1" and a "B -3" District (refer to planner's report <br />of 28 February 1981 for additional discussion). However, the option of amending the <br />ordinance to add "nursing homes and similar group housing" to the "B -3" District is not <br />appropriate in this situation since the site is surrounded on three sides by residential uses <br />and zones.
