NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, <br />Mayor and City Council <br />FROM: Bradley Nielsen <br />DATE: 6 January 1980 <br />RE: Ryan Industrial Park, Lots 7 and 8, Block 4 - Building Permits <br />FILE NO: 758.09 - 80.29 <br />BACKGROUND <br />Art Ryan has applied for building permits for the above - mentioned two lots (see Exhibit A <br />attached). Access to both lots is proposed by a single driveway between the buildings. <br />ISSUES AND ANALYSIS <br />1. Buildings. Upon review of Section 914 of the Zoning Ordinance, the proposed <br />buildings meet lot requirements and setbacks. It should be noted that both buildings <br />are designed to maximum width, leaving exactly the minimum setback of 15 feet on <br />the side yards. Exhibit B illustrates the site plans for the two buildings. <br />2. Parking and Access. Parking space has been provided at the rear (east side) of the <br />lots in question. The number of spaces proposed as shown on the site plan for each <br />building is eight, which conforms to the requirements of the Zoning Ordinance. <br />Access to both lots is to be provided by a single driveway. While this is considered <br />to be an acceptable design, it is recommended that the applicant provide the City <br />with a copy of an agreement which would be signed by any future property owners. <br />Since the Zoning Ordinance requires driveways to be located at least 40 feet apart <br />from one another and no closer than five feet from the property line, the proposed <br />plans could not conform to Ordinance requirements with the buildings at the size <br />proposed without use of a common driveway. For this reason, joint use of the single <br />driveway should be handled as a conditional use permit. This will ensure that the <br />joint use agreement is established and that the single access is maintained.
