Barnes, Clerk- Administrator, Falcon Heights <br />From: Bob Scarlett, Manager, Crime Control Planning Program <br />Subject: Suggested Method(s) for Evaluating the Cost- Effectiveness <br />of Police Patrol Services Contract <br />Date: December 4, 1980 <br />At our meeting on Friday, November 21, 1980, you said a number of cities served by <br />the Sheriff's patrol in Ramsey County are eager to find out : <br />1. What services are the contract cities receiving ? <br />2. What standards apply to the delivery of these services ? <br />3. Are these services cost- effective, compared with services provided to other <br />similar cities ? <br />4. Are these services cost - effective, compared with other alternative means of <br />providing police patrol services ? <br />5. Is the present level of service adequate, or do we need more services ? <br />6. If we need more services, what is the most cost - effective way of getting them ? <br />In summary, you feel these cities would like to know whether or not they are getting <br />a good deal for the money. If the cities agree they're getting a good deal, you feel <br />they will want to take measures to keep it that way. If they discover they are not <br />getting cost - effective services, you feel they will want to find a better way to <br />provide themselves with police patrol services. <br />You asked me to come back to you with some preliminary suggestions on how to get <br />the answers to these questions. <br />Here's how I see it: <br />Assumptions <br />a. The cities of Shoreview, Falcon Heights, Arden Hills, Little Canada, Vadnais <br />Heights are interested in getting the answers to these questions. <br />b. This evaluation can be conducted with the full cooperation of the Sheriff's <br />Department. <br />c. Cities would like to have all these questions answered well in advance of the <br />1982 local budgeting cycle. <br />d. Interested cities will commit staff and Mayor /Council time to a reasonable <br />amount of local fact- finding and reviewing. <br />8 <br />
