Page 2 Planning Commission Regular meeting - January 8, 1981 <br />Motion to reconwtend to City Council to approve Mr. Art Ryans Plans <br />Subject to recommendations made by City Planner, made by Mr. Eugene <br />DeLonais. Seconded by Mr. Myers Frattalone. <br />Motion carried: 7 -0 <br />BRUCE HUBBARD PROPOSAL <br />This matter was tabled until Bruce Hubbard could be present to discuss his <br />proposal. <br />FRANK FRATTALONE PROPOSAL <br />Frank Frattalone appeared with preliminary plans for a building he wishes to <br />construct on his property south of Mr. Art Ryans property along Spruce Street. <br />He intends to have more final plans to submit to the Planning Commission and <br />the City Council by next month, but would like to inform the City of his plans, <br />and asked for imput fromthe Planning Commission. He would like to build a <br />building approximately 80' X 140', if possible. He owns a total of approximately <br />6 acres and would develop Spruce Street along the property and share the <br />expense of the street development with Mogren, who owns the property on the <br />other side of Spruce Street. Art Ryan was present and indicated that he feels <br />this is an excellent use of the property next to his property. Frank indicated <br />that he intends to enclose the entire property with a fence, but because of <br />the amount of filling that he needs to do, that the fence cannot be constructed <br />until after the filling is done. The building would be of metal construction, <br />with possibly some block work on the office area of the building. The front <br />of the building would have landscaping around it, with whatever other landscaping <br />is necessary. The property is already zoned industrial and as long as it does <br />not border any residentail zoned property, there are no set requirements for <br />landscaping. Frank stated that the drainage pond on his property also serves <br />the property across Spruce St. from his land. The Planning Commission informed <br />Frank that the City might require that he at least fence the area where he would <br />be storing his equipment, even if he was not finished filling the entire area. <br />WAITE PROPOSAL <br />Mr. Rockne Waite appeared with a poposal to construct two duplexes and 4 four <br />plexes on Lots 5 -23 and 36 -48, Block 13, of the North Heights Addition. The property <br />is currently undeveloped and zoned R -3, High Density Residential. The property is <br />sold, contingent upon the buyer being able to build the duplexes and four - plexes. <br />Mr. Waite wishes to have Lake St. vacated, as does the owner on the other side <br />of Lake St., Tom Mullner. Mr. Waite would like to have the north end of the <br />property rezoned to R -2, which would allow building of the duplexes, and would <br />like a variance of 25' per lot on the south end of the property to build the <br />four plexes. <br />Brad Nielsen stated that the four plexes could be built if the city granted the <br />25' foot variances, and that rezoning to R -2 would be necessary to build two <br />duplexes next to eachother. Brad stated that a solution might be to rezone the <br />entire property to R -2 with an agreement written up between the City and the <br />developer which would guarantee the developer that the City would grant a <br />conditional use permit to build the 4 four - plexes. A Public Hearing would <br />be required for either a Conditional Use Permit, or a Variance. <br />Motion to table for futher study made by Gene DeLonais, seconded by Myers <br />Frattalone. <br />2 <br />
