NORTHWEST ASSOCIATED CONSULTANTS INC.
MEMORANDUM
TO: Little Canada Mayor and City Council
FROM: Brad Nielsen
DATE: 5 February 1981
RE: North Suburban Development Achievement Center
FILE NO: 758.11
Mr. Phil Saari, representing the North Suburban D.A.C., met with me during
staff hours on 26 January 1981. The D.A.C. currently occupies the Old Little
Canada Elementary School and operates an educational program for the mentally
retarded. They are now being squeezed out of their space by the new owner
who intends to use the school for a day care center. The D.A.C. had planned to
shift part of their program to a different portion of the building on a temporary basis
until the Building Official informed them that that portion of the building did not
conform to the State Building Code. He then suggested that they contact me re-
garding some sort of temporary conditional use permit. Although I can appreciate
their predicament, the problem is not really a zoning issue. Nothing in the
Zoning Ordinance suggests that the City can grant variances to the State Building
Code. Likewise, Larry Squires' hands are somewhat tied.
In discussing the matter with the City Attorney, he suggested that Mr. Saari present
his situation to the City Council. Mr. Saari has indicated that he will request to
be on the agenda for the 11 February 1981 City Council meeting.
cc: Joe Chlebeck
Clayton Parks
Larry Squires
Phil Saari
4
4820 minnetonka boulevard, suite 420 minneapolis, mn 55416 612/925-9420
