Cam- 4 (la gteiga <br />687 East County Road "F Phone 429 -5343 <br />VADNAIS HEIGHTS, MINNESOTA 55110 <br />January 29, 1981 <br />Mr. James Barton <br />Environmental Planning Department <br />Metropolitan Council Suite 300 <br />Metro Square Building <br />St. Paul, Minnesota 55101 <br />Re: Metropolitan Council Review of Beaver, <br />Phalen, Como and McCarron Lake Overflow Study <br />Dear Mr. Barton: <br />The Council of the City of Vadnais Heights has strong objection to <br />your recommendation for allocating costs to cities outside of St. Paul <br />for treatment of storm water by the MWCC as stated in your memorandum <br />to the Physical Development Committee dated December 12, 1980, for the <br />following reasons: <br />1. The City of St. Paul made the decision to combine sewer systems. <br />Minneapolis has previously decided to seperate their storm and <br />and sanitary systems and have not involved other cities in the <br />costs of those facilities. <br />2. Years ago, the City of St. Paul made the decision to cut off <br />Phalen Creek, thus detouring the previously natural water flow. <br />3. The idea of cost allocation with the suburbs may not provide an <br />incentive for the City of St. Paul to separate storm water flows <br />from their combined system. <br />4. The suburbs would have no control over a permanent solution and <br />it may not be acceptable. The City of St. Paul is the only <br />entity that could legally make such a decision. Furthermore, <br />if such charges were allocated, the infinite cost affects on <br />the suburban cities would be dilaastrous. <br />
