Hanson
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: May 17, 2013
RE: Action Plan Update Workshop
Attached are updates for various action plans related to our 2013 Goal Setting Session.
Here are status reports on the first three action plans that do not have detailed
info /reports:
• Evaluate Business Retention Expansion Program — I need to complete some
follow -up with Greater MSP to make sure I understand how we make use of their
program versus doing something on our own. I hope to have this info ready for
Wednesday's workshop.
• Pursue Shared Multi - Family Patrol Position — I have talked with Kevin Watson
the new Vadnais I- Ieights City Administrator, about this possibility a few times.
Today, I sent him a more detailed e -mail to provide him with additional
background. I'm sensing we may not have definitive answer by Wednesday
given his need to become more acclimated to his City. I do hope to have some
type of update from him by Wednesday to see if there is preliminary interest or
not.
• Develop Plan for Owasso /Woodlyn Redevelopment Area — Tacheny is interested
in selling. Lee isn't sure as of yet, but didn't seem to rule it out. I'm still
awaiting word from McGough to ensure they will participate at an agreed upon
price on the front end versus developing a project and then finalizing pricing that
may not work for overall financial feasibility. R &S has expressed interest in
selling the back portion of their property and maybe the entire parcel (see Public
Works Building info). We don't want to lock in to R &S's parcel unless
McGough is solidly in the program. The TIF financing scenarios are very
preliminary given we don't yet know the price of the parcels to be included and
we can only estimate the financial impact of potential projects. (I will hand this
info out at Wednesday's workshop). One other variable that has cropped up is
1
