CITY ORGANIZATION AND PROCEDURE <br />Chapter 211 <br />211. Planning Commission <br />211.010 Commission Established. A Planning Commission for the City is hereby established. <br />211.020 Composition of Commission. Such Planning Commission shall consist of not more than seven (7) <br />members, to be appointed by the Council. Four (4) members shall constitute a quorum. Each <br />member of the Planning Commission shall be a resident of the City who does not hold any <br />elective or appointive public office. Civil Service employment does not constitute public office. <br />The City Engineer and the City Planner shall be ex- officio members of the Commission, but shall <br />not be entitled to vote as such. All other regular employees and consultants of the City shall <br />cooperate with the Planning Commission and make themselves available and attend meetings <br />when requested to do so. <br />211.022 Alternates. The Council may appoint no more than two (2) alternates to the Commission. Such <br />alternates may attend and take part in the Commission meeting but shall have no vote, provided <br />that if one (1) or more regular members is absent for any meeting, then an alternate (in order of <br />seniority if more than one (I)) may sit with all the privileges of a member for that meeting only. <br />211.030 Appointments, Organization, and Expenses. <br />(I) Each member shall be appointed by the Council for a term of three (3) years; vacancies <br />shall be filled for the remainder of an existing term. <br />(2) Each proposed member shall submit a personal and occupational resume and be personally <br />interviewed by the council liaison to the Commission. The purpose of the foregoing is to <br />acquaint the proposed member with the work of the Planning Commission and to avoid <br />conflicts of interest. <br />(3) The Planning Commission shall at its first meeting of each year, elect a vice chairperson <br />who shall automatically become chairperson the following year. No member shall serve <br />more than two consecutive years as chairperson. The Planning Commission may at its <br />discretion elect a secretary from their membership. <br />(4) Members shall receive an expense allowance of not more than Twenty Dollars ($20) per <br />month for the chairperson and secretary, if appointed, and not more than Fifteen Dollars <br />($15) per month for other members, including alternates. The amount of such allowance <br />and the basis for its payment shall be determined by the Commission members. An <br />additional expense allowance of ten dollars per month will be provided to members who <br />attend additional meetings per month for representing the City at meetings such as Lake <br />Area Transit, Northeast Corridor or such other meetings. <br />(5) Any members 'nay be removed from office by the Council for cause duly found. <br />211.040 Commission Duties. The Planning Commission shall have the following duties: <br />(1) Recommend updates to the City's comprehensive plan as required by the Metropolitan <br />Council; <br />(2) Periodically review and recommend modifications, if any, to the City's zoning and <br />subdivision codes; <br />(3) Propose, draft or recommend overall or partial plans for the future physical development <br />and improvement of the City. including all matters relating to zoning and planning as cities <br />are authorized and empowered to undertake pursuant to state statutes and laws;. <br />211 -1 <br />25 <br />
