AWARD <br />BID FOR <br />2013 <br />IMPROVE - <br />MENTS — <br />SPRUCE <br />STREET <br />& PINETREE <br />POND <br />MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MAY 15, 2013 <br />Pursuant to due call and notice thereof a regular meeting of the City <br />Council of Little Canada, Minnesota was convened on the 15th day of <br />May, 2013 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 5:45 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor <br />Council Member <br />Council Member <br />Council Member <br />ABSENT: Council Member <br />ALSO PRESENT: City Administrator <br />City Engineer <br />City Clerk <br />Mr. Bill Blesener <br />Ms. Shelly Boss <br />Mr. John Keis <br />Mr. Mike McGraw <br />Mr. Rick Montour <br />Mr. Joel R. Hanson <br />Mr. Lee Elfering <br />Ms. Kathy Glanzer <br />The City Engineer noted that the Council reviewed bids for 2013 <br />Improvements which include the reconstruction of Spruce Street from <br />Country Drive to the railroad and the Pinetree Pond infrastructure <br />improvements at its April 24, 2013 meeting. At that meeting, the <br />Council delayed action on the bids pending the assessment hearing for <br />the Spruce Street improvement. The Engineer noted that just prior to <br />this meeting, the Council held the assessment hearing and adopted the <br />Spruce Street assessment roll. <br />The City Engineer then reviewed his report dated May 9, 2013 noting that <br />seven bids were received for 2013 Street & Utility Improvements. The <br />low bid was submitted by Frattalone Companies with the base bid amount <br />at $1,030,026.31. He noted the alternate bid in the amount of $10,776.04 <br />which included the realignment of the Spruce Street /Country Drive <br />intersection. Given that realignment will not occur, the Engineer <br />recommended that the alternate not be awarded. The Engineer indicated <br />that while his estimate was close to the low bid amount, the low hid for <br />Spruce Street carne in slightly under estimate and the low bid for Pinetree <br />Pond came in over estimate. <br />The City Administrator indicated that the Pinetree Pond infrastructure <br />costs are about $110,000 over estimate.
