ASSESSMENT <br />HEARING - <br />IMP. NO. <br />2013 -01 <br />SPRUCE <br />STREET <br />MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MAY 15, 2013 <br />Pursuant to due call and notice thereof a regular meeting of the City <br />Council of Little Canada, Minnesota was convened on the 15th day of <br />May, 2013 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 5:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor <br />Council Member <br />Council Member <br />Council Member <br />ABSENT: <br />ALSO PRESENT: <br />Council Member <br />City Administrator <br />City Engineer <br />City Clerk <br />Mr. Bill Blesener <br />Ms. Shelly Boss <br />Mr. John Keis <br />Mr. Mike McGraw <br />Mr. Rick Montour <br />Mr. Joel R. Hanson <br />Mr. Lee Elfering <br />Ms. Kathy Glanzer <br />Mayor Blesener opened the Public Hearing to consider the adoption of <br />the assessment for Improvement No. 2013 -01, Spruce Street from <br />Country Drive to the railroad, by full reconstruction including concrete <br />curb and gutter and an upgraded storm sewer system. <br />The City Engineer reported that at the informational meeting on this <br />improvement, impacted property owners had suggested the realignment of <br />the intersection of Spruce Street and Country Drive. The thought was that <br />this squaring up the intersection would result in a safer intersection. The <br />Engineer reported that in order to do this, additional right -of -way would <br />be needed from the Lapham Hickey property. The Engineer presented a <br />diagram showing the realignment. He noted that after numerous <br />conversations with Lapham Hickey, they have decided not to sell the land <br />that would be necessary to accommodate the realignment. In order to <br />proceed with a realignment, the Engineer indicated that the property <br />would have to be taken by eminent domain. The Engineer recommended <br />that the intersection be reconstructed in its current location. Ile noted that <br />there have been no reports of accidents at this intersection. <br />The Engineer then reviewed project costs noting that based on the low bid <br />project costs are $460,146.41 with assessable costs at $327,551.21.
