PAUL, MINNESOTA • 55155
DNR INFORMATION
(612) 296 -6157
FILE NO.
November 29, 1982
Joe Chlebeck, Clerk
515 Little Canada Road
Little Canada, MN 55117
Dear Mr. Chlebeck:
The Department of Natural Resources is establishing a metropolitan area
regional advisory committee to address changes needed in aspects of the
shoreland program. You are invited to serve on that committee.
The committee will address seven issues. They are:
changes needed in the dimensions of the shoreland jurisdictional area;
second and third tier development standards;
the protected waters inventory as it relates to shoreland standards;
lot size and setback standards;
alternative types of development (townhouses, clusters, PUDs);
sensitive shoreland areas;
the DNR as a service organization; expectations and realities.
Many of these issues are closely related. All have important implications for
shoreland management in the ;even county me' opolitan area. The committee
role will be to evaluate the issue and determine changes or modifications
needed. There are committees in other regions of the state addressing some of
the same issues. After all of these committees have completed their work, a
statewide conference will be planned to develop concensus on the needed
changes. From that point, decisions will be made as to appropriate next
steps. It is likely that some form of public participation effort will be
needed prior to any efforts to implement changes.
The committees will meet about once a month from now until next spring. The
exact time, location and frequency of the meetings will largely be left up to
the committees provided they are able to address their issues in the allocated
time frame. The committees will consist of planning and zoning officials at
the county and municipal level. Each committee will be co- chaired by a
regional DNR hydrologist (Kent Lokkesmoe) and one zoning official. The
co -chair for the metro region has not been selected. We will be open to
suggestions for that position.
