MINUTES <br />CITY COUNCIL <br />MARCH 8, 2006 <br />The Director also reported that the State is increasing its surcharge <br />effective July 1". Therefore, she recommended the increase be passed <br />along to consumers for the third and fourth quarter billings. <br />Keis asked what the increase in water rates would mean for the average <br />consumer. The Administrator indicated that based on average usage of <br />20,000 gallon per quarter the increase would be approximately $5.60 per <br />year. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2006-3-62 -ADOPTING THE 2006 SEWER AND <br />WATER B UDGETS AND INCREASING WATER RATES AND <br />STATE SURCHARGES AS RECOMMENDED BY THE FINANCE <br />DIRECTOR IN HER REPORT DATED MARCH 3, 2006 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />MINNEAPOLIS The City Administrator reported that St. Paul Regional Water is seeking <br />INTER- $10 million in bonding for an interconnect of the water systems between <br />CONNECT the Cities of St. Paul and Minneapolis as a back-up to each city's water <br />FUNDING supply system. Estimated cost of the interconnect is $34 million. The <br />Administrator reported that this interconnect would greatly enhance each <br />city's water availability. St. Paul Regional Water is asking for a letter of <br />support for this bonding from each of its customer cities. <br />LaValle asked if there would be a cost to Little Canada. The <br />Administrator reported that it has noC yet been determined whether rate <br />increases will be implemented to help fund this project. There will be a <br />meeting with all of St. Paul's customer cities, and the cities will be able to <br />review final agreements if the project proceeds. The Administrator noted <br />that there are a number of issues yet to be resolved. He further noted that <br />the cost will not be split on a 50/50 basis between St. Paul and <br />Minneapolis. Minneapolis will pay more of the cost of the interconnect <br />based on usage. <br />The Administrator pointed out that St. Paul Regional Water is seeking the <br />$10 million in bonding to help defray the cost of this project. Again, they <br />are asking for support for this bonding legislation. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />9 <br />
