I have enclosed for your review and <br />consideration a copy of a tax impact analysis that we <br />use for many communities that are considering the <br />issuance of certificates of indebtedness for similar <br />purposes. <br />3. Advertisement for Bids. The city council is not <br />required to advertise for bids for the sale of these <br />certificates. Frequently we negotiate the sale of these <br />certificates, particularly when they are under <br />$300,000. When we negotiate a bond sale or certificates <br />of indebtedness with a client of ours, we do not charge <br />a consulting fee, hourly rate nor mileage. <br />I hope that this information has been of assistance to you. <br />Equipment certificates are not a difficult financing tool to use, <br />many of our client communites use them quite frequently.
