The subdivision is served by two streets which extend <br />southward from County Road D. Since the streets will ultimately <br />extend southward to serve additional property, the applicant has <br />indicated temporary cul -de -sac easements on the south end of each. <br />These easements may be vacated at such time as the streets are <br />extended. The length of the cul -de -sac streets are within the 500 <br />foot limit required by the Ordinance. <br />Since a Sylvan Street already exists in the southwest portion of <br />the City, the applicant should propose a different name for his <br />easternmost street. <br />Since the two proposed streets intersect a county road, the plat <br />should be subject to review and approval by the County Engineer. <br />C. Allen Avenue Area Plan. Exhibit C shows the plan which was adopted for <br />the area in question. As can be seen, the Sylvan Estates plat is con- <br />sistent with that plan. One issue which must be addressed is park dedica- <br />tion. The Allen Avenue Area Plan included the provision of approximately <br />four acres of park property located under the NSP powerline easement <br />(see Exhibit D, attached). Of that four acres, approximately 36,775 <br />square feet (.84 acre) is located on the Londin property. <br />The City has two options in terms of park dedication. Either land can <br />be required or cash in lieu of land. While the developer has indicated <br />that he would rather pay the cash, the Park Commission was quite specific <br />in recommending dedication of land. If the City were to- require the <br />cash now, the land could be acquired when the southern portion of the <br />Londin property is subdivided. Approximately 10.34 acres remains in the <br />southern portion of the Londin property. Ten percent of that would be <br />more than one acre which is more than initially suggested by the Park <br />Commission. Consequently, it may be advisable to require cash now and <br />acquire the land when the southern portion of the lot is developed. <br />This issue should be referred to the Park Commission for their <br />recommendation. <br />D. Watershed District Approval. The property in question lies within the <br />Ramsey - Washington Metro Watershed District. As such the preliminary plat <br />must be referred to that agency for review and comment prior to final <br />approval by the City. <br />q <br />
