PAUL, MINNESOTA 55102 <br />Please be advised that I have completed my review of the <br />final draft of the Cable' Ordinance, which was provided to you on <br />September 3, 1982. I have conferred with Thomas D. Creighton, <br />legal counsel for the North Suburban Cable Communications Commis- <br />sion relative to certain changes: that he is in the process of <br />completing. He will submit to us the revised pages incorporating <br />these changes. However, the final draft as it was delivered to <br />your office is in appropriate legal form and contains the appropriate <br />substantive provisions according to Tom Creighton and the Little <br />Canada representative to the Commission. <br />I have also reviewed the Ordinance Summary submitted by Tom <br />Creighton on September 16, 1982. Minn. Stat. Section 412.191, <br />Subd. 4, provides that a statutory city may publish the title and <br />summary of an ordinance, rather than publishing the entire text of <br />the ordinance, which in this instance would run at least 100 pages. <br />In this regard, please find enclosed the original of a Resolution <br />which I have prepared relating to the publication of the title and <br />Ordinance Summary. You will see that the Summary is attached to this <br />Resolution as Exhibit A. Assuming that the Council enacts the <br />franchise ordinance, the next appropriate action by the Council <br />would be the adoption of the enclosed Resolution, after inserting <br />the appropriate ordinance number. The Resolution and attached <br />Ordinance Summary should then be published in the City's legal <br />newspaper. <br />
