Based upon City records, Mr. Mueller is not the <br />owner of the property in question. He has indicated that he is currently <br />in the process of closing on the property. Prior to final approval by <br />the City, the City Attorney should verify that the applicant has control <br />over the site. <br />S. Grading, Drainage and Utilities. These items should be subject to review <br />and comment by the City Engineer. <br />6. Access to County Road B. Approval must be obtained from the Ramsey County <br />Traffic Engineer for the access drive onto a county road. <br />7. Landscape Plan. Although landscaping has been shown on the applicant's <br />site plan, it should be refined to show size, species and spacing of <br />proposed plant materials. A bid from a certified nurseryman must then <br />be submitted as part of the plan. <br />RECOMMENDATION <br />Given the problems noted in the preceding analysis, it is not possible to <br />recommend approval of the site plan at this time.
