With the exception of Lot 2, all lots exceed the minimum re= <br />quired lot area by at least double. This is to the City's advantage due <br />to the rather severe topography of the site. The large lots also relate <br />well to development in the area and Gervais Lake. <br />One problem regarding lot size is the width of Lot 4. The Zoning Ordinance <br />requires R -1 lots to be 75 feet wide, measured at the 30 foot setback line. <br />As proposed, Lot 4 is only 60 feet in width although it widens considerably <br />further toward the lake. While the lot line would be straightened out with <br />the road to achieve the required width, Mr. Kroiss has requested a variance <br />to allow ::yore room on Lot 3 for a driveway turnaround. <br />Given the size of the lots, we question whether the request qualifies for a <br />variance. However, if the City is inclined to grant the variance it is <br />recommended that it be stipulated that the structure be set back to a point <br />where the lot is at least 75 feet wide. <br />C. Topography. As illustrated by Exhibit C; the property is characterized <br />by a steep drop in elevation from the southwest corner of the site to Lake <br />Gervais. This raises two concerns: 1) access to Lot 1 and 2) utijity service <br />to Lots 1 and 4. <br />Access to Lot 1 via Edgerton can only occur at the southern side of the lot, <br />and then only with some slope modification. Since Edgerton Street is a <br />County road, the County Engineer must review and approve the access drives. <br />This is also true for the new driveways along County Road B -2. <br />The applicant has suggested individual lift stations to serve Lots 1 and 4 <br />with sanitary sewer. The City Engineer should review and comment on this <br />issue as well as overall grading for the site. <br />D. Drainage and Utility Easements. Section 1006.040 of the Subdivision <br />Ordinance requires drainage and utility easements to be placed along all <br />property lines. These should be included on the plat. <br />RECOMMENDATION <br />Based on the preceding analysis, it is recommended that the preliminary plat be <br />approved subject to review and comment by the City and County Engineers. It is <br />recommended that the west lot line of Lot 4 be straightened to increase the <br />width of Lot 4.
