MINUTES OF THE REGULAR MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br />July 1, 1982 <br />The regular meeting of the Planning Commission of the City of Little <br />Canada, Minnesota was held on the 1st day of July, 1982 at 7:32 P.M. <br />at 515 Little Canada Road in said City. <br />The following members of the Planning Commission were present: Roy <br />French, Gene DeLonais, Pete Costa, Tom Ducharme, LeRoy LeMay. <br />The following were absent: Myers Frattalone, Jim Steele, Sharon <br />Timmons, Joe Vitale. <br />Also present was Brad Nielson of Northwest Consultants and Kathleen <br />Glanzer, Recording Secretary. <br />Mr. Pete Costa moved that the minutes of the June meeting be approved. <br />The motion was seconded by Mr. DeLonais and the motion carried 5 to 0. <br />Johanson Mr. Johanson appeared before the Commission requesting approval of a <br />Variance variance in order to construct a screen house on his property on Lake <br />Gervais. <br />Mr. LeMay asked Mr. Johanson if the structure was a permanent one. Mr. <br />Nielson replied that it was not permanent, but it was a structure. Mr. <br />LeMay questioned if a pontoon or a dock would be considered permanent. <br />Mr. Nielson stated that a pontoon was not a permanent structure, but he <br />was not sure if a dock would be considered such. <br />Mr. Costa asked how permanent the structure was. Mr. Johanson commented <br />that the screen house could be lifted and carried away. <br />Mr. DeLonais asked if the screen house was for the Johanson's use or that <br />of the neighbors. Mr. Johanson stated that the screen house was for his <br />use. Johanson also commented that the neighbors are not bothered by <br />the screen house and felt it was an improvement to the property. <br />Mr. DeLonais pointed out that in the shoreline ordinance that is coming <br />up for consideration by the Council and the Commission, lakehomes can <br />have boathouses. Mr. Nielson stated that boathouses are a permanent <br />use under the proposed ordinance. They are for the storage of boats <br />and not for living purposes. Mr. Nielson stated that he has talked to <br />the DNR about the Johanson screen house and they thought they might <br />bend their rules to allow it. The DNR felt that the City should look <br />at it and permit only one such structure per property owner. <br />Mr. Nielson stated that the boathouse is an accessory structure and the <br />City governs these type structures. Mr. Nielson stated that if this is <br />something that would be considered customarily incidental to a lakeshore <br />lot, the ordinance could be amended to allow these structures. Mr. Nielson <br />commented that if the structure is acceptable, why go through a variance <br />procedure to permit them. <br />Page —1— <br />
