Allen, Jr., Commissioner <br />of Revenue, has been referred to me for response. The questions you raise con- <br />cerning watershed management in the metropolitan area have been discussed with <br />Mr. Allen, as well as with Dennis Erno, Assistant Commissioner and with <br />Wallace 0. Dahl, Director of the Local Government Aids and Analysis Division. <br />The provisions of Laws 1982, Chapter 509, Section 23, concerning watershed <br />management in the metropolitan area, are'rather. difficult to interpret.
