3. The plan content is set in the law. The plan must address among other <br />requirements: <br />- Volumes /rates /paths of runoff <br />• Storage required to meet WMO plan standards. <br />- Water quality control methods to meet performance standards: <br />established in the WMO plan. <br />- CIP and official controls. <br />4. Water management plan is sent to the WMO for its review and approval. <br />No Council review is provided. <br />5. A local unit of government must adopt its plan within 120 days after <br />approval of the plan by the WMO. It also has 180 days to amend its <br />official controls. <br />V. Funding for Planning and Improvements <br />1. Planning and improvement costs to WMO, including watershed districts <br />and to local governments are to be paid for through an ad valorem <br />property tax throughout the district. This levy is not subject to the <br />levy limitation. Maintenance costs to WMO, other than watershed <br />districts and to local governments are also exempt from levy <br />limitation. <br />2. A watershed management tax district may be established by ordinance by <br />a local unit of government for purposes of levying the tax necessary <br />to pay for the cost of the plan or the cost of the improvements in a <br />portion of a unit of government. <br />3. Local units of government can issue obligation bonds for improve- <br />ments. No referendum is required. The tax proceeds from the water- <br />shed management tax district are to be used to retire the obligations. <br />4. Watershed improvements within an area managed by a watershed district <br />(M.S. 112) are first subject to a public hearing. Then the watershed <br />district is to certify the cost to the county(ies). The county then <br />must issue pay its share of the csst of improvements and may issue <br />general obligation bonds therefore. The bonds are payable from ad <br />valorem taxes levied in the district. ._ <br />5. Watershed district (MS. 112) can create a separate maintenance fund <br />using ad valorem tax on property and to be collected by the county. <br />VI. Changes in Watershed District Boards <br />1. The size of Metropolitan watershed district boards of managers has <br />been increased from 3 to 5 members to 5 to 9 members. <br />2. Managers are to be selected from persons nominated by cities and towns <br />having territory in the watershed. The managers are still to be <br />appointed by the county board. <br />3. The Water Resources Board has the responsibility of restructuring the <br />board of watershed districts in existence before enactment of the Levi <br />Bill. <br />SE7242 <br />3.30.22 <br />f <br />
