In reviewing this letter, I found <br />the information supplied therein to be insufficient for the District to <br />allocate any compensation to the Hammond and Reed fill volumes within the <br />floodplain for the following reasons: <br />1. You indicated that the total amount of material removed was <br />1,290 cubic yards, as measured by truck load counts. Excavation <br />measured by load counts reflect a loose volume as opposed to <br />actual excavated volumes. Excavation in this manner could reflect <br />a difference of 30% or higher for loose volume as opposed to actual <br />excavated volume, thereby making the actual amount excavated much <br />lower. <br />2. As you are aware, the District is concerned about the amount of <br />excavated volume removed from the floodplain; chat is, toe excavated <br />volume removed between elevation 859.0 and elevation 863.6. From <br />the sketch you supplied with your letter, it is clear that a con- <br />siderable amount of material was removed below elevation 859.0 and <br />above elevation 863.6. Any material excavated above 863.6 and <br />below 859.0 is not material within the floodplain. Your letter <br />indicates that a total quantity of 1,290 cubic yards of material <br />was removed. Therefore, the total amount of material excavated <br />from within the floodplain has not been addressed. <br />The manner in which the excavated volume was measured was probably <br />sufficient for your contract with the excavation company. However, in <br />order to obtain meaningful information pertaining to excavated volumes <br />within the floodplain, a survey of the excavated area must be obtained <br />6 <br />
