0 <br />* Residents of White Bear Township, White Bear Lake and the St. Paul <br />neighborhood of Tangletown pay 20 -30% less than a typical Ramsey <br />County resident who is not served under an organized collection <br />contract. <br />THE PROPOSED LANDFILL ABATEMENT PROGRAM <br />The Ramsey County Solid Waste Management Advisory Council considered a broad <br />range of possible landfill abatement methods from the standpoint of; reliability/ <br />risk, costs, ease of implementation and the degree of landfill abatement <br />expected. Five specific methods were selected as priority landfill abatement <br />strategies. <br />1. Waste Reduction <br />The Advisory Council recommended that the County actively pursue a <br />waste reduction program through the County's internal Waste Reduction <br />Task Force. This task force would seek to implement a variety of <br />procurement policies and office procedures within County departments <br />designed to reduce waste quantities. The County would also provide <br />technical assistance to private businesses interested in estab- <br />lishing similar waste reduction programs. <br />2. Source Separation <br />The Advisory Council has recommended the development of a Countywide <br />curbside collection program for recyclables as its primary source <br />separation strategy. With a 30% participation rate, a Countywide <br />program would recycle about 20,000 tons of material per year by <br />1986. The current level is about 5,000 tons per year. <br />Recycling would be carried out primarily by private recycling organi- <br />zations, waste haulers and possibly municipalities. The County's <br />primary role in establishing the recycling program is developing the <br />appropriate organizational framework (organized collection) and the <br />financing mechanisms. Collection centers for recyclables and com- <br />mercial /industrial recycling programs would be maintained or expanded <br />to augment the County's curbside recycling program. <br />3. Yard Waste Management <br />The Advisory Council has recommended that the County develop a <br />network of small scale (1 to 2 acres) composting sites. The location <br />of these sites would be coordinated with the location of existing <br />composting sites in Roseville, New Brighton, and in Planning District <br />No. 12 of St. Paul. The Advisory Council has suggested that the <br />compost sites be located on public lands. <br />69 <br />
