NORTHWEST ASSOCIATED CONSULTANTS INC. <br />MEMORANDUM <br />TO: Little Canada Planning Commission, <br />Mayor and City Council <br />FROM: Brad Nielsen <br />DATE: 29 January 1982 <br />RE: Gervais Creek Professional Building <br />FILE NO: 758.09 (81.34) <br />BACKGROUND <br />Mr. Thomas Krejci, owner of the old Little Canada Elementary School, has <br />requested that the City review his plans for converting a major portion of <br />the existing structure to leased professional offices. The request also in- <br />volves a second story addition to the rear of the existing building for <br />additional office space. The existing day care operation would continue <br />as it now exists. <br />The property in question is located on the north side of Little Canada Road <br />immediately east of the St. Paul Waterworks easement (see Exhibit A, attached). <br />The site is currently zoned P, Public /Semipublic. Surrounding land uses and <br />zoning are as follows: <br />West - St. Paul Waterworks easement. <br />North - County drainage ditch (Gervais Creek), Spooner <br />Park, zoned P. <br />East - Single family residential, zoned R -1. <br />South - Little Canada Road then the Little Canada Fire <br />Department, zoned P and residential property (just <br />west of the cemetery), zoned R -1. <br />A project description prepared by the applicant has been attached as Exhibit <br />B for further background. <br />ISSUES AND ANALYSIS <br />The proposed development (or redevelopment) requires two major determinations <br />by the City. First, the City must decide if the proposed use is generally <br />acceptable for the site and the area for which it is proposed.
