MEMORANDUM <br />TO: City Manager <br />FROM: Director of Community Development <br />SUBJECT: Preliminary Plat <br />LOCATION: 2830 Keller Parkway <br />APPLICANT: Richard J. Anderson <br />OWNERS: Richard J. Anderson and Frank Frattalone <br />PROJECT: Gervais Overlook <br />DATE: May 12, 1982 <br />SUMMARY OF THE PROPOSAL <br />Approval of a preliminary plat for twelve detached single - dwelling homes <br />CONCLUSION <br />Analysis <br />This plat has been revised, including a reduction of eight lots, from the <br />previously denied twenty -lot plat to meet the concerns of the City.Council. <br />The plat meets all code requirements and is substantially less than the allowed <br />density. <br />Recommendation <br />Approval of the preliminary plat, subject to complying with the following <br />conditions before final plat approval: <br />1. Remedial soils measures, based upon soil boring data and analysis, shall <br />be submitted to the City Building Official for approval. These measures <br />must insure that the lots proposed in areas with unstable soils can meet <br />building code requirements. <br />2. Council awarding a construction contract for the extension of sanitary <br />sewer to the site or approval of the Metropolitan Waste Control Commission <br />for use of their sewer in Arcade Street. <br />3. Final grading, drainage, and utility plans must be approved by the City <br />Engineer. These plans shall include, but not be limited to, the provision <br />for all drainage to be directed to the interior of the plat and corrected <br />contour lines that accurately reflect existing and proposed topography. <br />4. The City of Little Canada ordering the extension of water to the site. <br />5. A signed developer's agreement, with the required surety, is submitted to <br />the City Engineer for public improvements, including a temporary cul -de- <br />sac for proposed Beam Avenue. <br />6. Dedication of drainage easements to Ramsey County for County Ditch No. 7. <br />7.
