ORDINANCE NO. 122 <br />AN ORDINANCE AMENDING THE LITTLE CANADA CODE <br />BY ADDING A NEW CHAPTER 1801, RELATING TO LOW <br />LANDS, MARSHES, WETLANDS AND LANDS ABUTTING <br />LAKES AND WATERCOURSES, CONTROLLING DEVELOPMENT <br />OF SUCH LANDS AND PROVIDING FOR ISSUANCE OF <br />PERMITS THEREFORE. <br />THE COUNCIL OF THE CITY OF LITTLE CANADA DOES HEREBY ORDAIN AS FOLLOWS: <br />Section 1. That the Municipal Code of Little Canada is hereby amended <br />by adding a new Chapter 1801, relating to the control of development of <br />low lands, marshes, wet lands and lands abutting lakes and watercourses, <br />to read as follows: <br />"1801. LOW LANDS, WETLANDS AND MARSHES. <br />1801.010. DECLARATION OF POLICY. The City Council of Little Canada <br />has determined that it is in the public interest to prevent irreparable harm <br />to valuable natural resources by encouraging a coordinated land and water <br />management program of those areas within the City which comprise low lands, <br />wet lands, marshes and all lands adjacent to lakes and watercourses. The <br />specific intent of this Ordinance is as follows: <br />(a) To minimize health hazards by protecting surface and <br />ground waters from pollution by providing proper drainage. <br />(b) To encourage the type of land development which will have <br />the least adverse effect on the natural flow of flood <br />water and at the same time protect life and property. <br />(c) To encourage land uses which lead to the preservation <br />of marshes and natural vegetation in those areas where <br />such conditions are an important factor in the maintenance <br />of constant water flow. <br />(d) To utilize the ponding concept and other methods to minimize <br />fast run off of surface waters from developed areas and to <br />minimize the introduction of pollutional materials from those <br />areas into the natural waterways, ditches and lakes. <br />(e) To prevent the obstructing of the free flow of water in the <br />streams and ditches. <br />"Mt <br />3 V <br />
