also by the following amounts of aids and credits which you were scheduled <br />to receive on December 15, 1981: <br />local government aid; the homestead credit; the wetlands <br />credit; the native prairie credit; the reduced assessment <br />credit; attached machinery aid; and the mobile home credit. <br />You should be aware that the amounts included in the February 19 check <br />for the homestead credit, the reduced assessment credit and the native <br />prairie credit are less than the amounts you received for each of these <br />credits in the previous five payments. <br />For 1981, the total statewide cost of the homestead credit program was <br />0.1 percent greater than the amount appropriated for the program by the <br />legislature. So - -as prescribed by a state law which became effective in <br />1981 - -each local government unit's homestead credit total payment for the <br />full year has been cut by the same proportion. In other words, each local <br />government unit's homestead credit payment has been cut by an amount equaling <br />a 0.1 percent reduction in its homestead credit payment for the full year. <br />The homestead credit payment included in the check dated February 19 has <br />had the full amount of this reduction subtracted from it. <br />Also, the total statewide cost of the 1981 reduced assessment credit program <br />was 13.4 percent greater than the amount appropriated. So, your reduced <br />assessment credit payment - -if any - -for the full year, has been cut by <br />13.4 percent. The full amount of this reduction has been subtracted from the <br />amount of the payment for this credit included in the check dated February 19. <br />In addition, the total statewide cost of the 1981 native prairie credit <br />program was 11.1 percent greater than the amount appropriated. So, your <br />native prairie credit payment - -if any - -for the full year has been cut by <br />11.1 percent. The full amount of this reduction has been subtracted from <br />the amount of the payment for this credit included in the check dated <br />February 19. <br />With these two checks, the full amount of your 1981 aids and credits <br />payments has been made. There should be no amounts remaining to be paid <br />to you for 1981. <br />Last sunmier I sent each town, city and county a certificate showing the <br />total amount of the local government aid payment it would receive for the/ <br />year 1982. In December 1981 -- several months after you received your / <br />certificate - -the third special session of the state legislature passed a <br />law cutting the amount it has appropriated for local government aid payment <br />for 1982 by 11.08 percent. As a result, the amount of the local government <br />aid payment which will be made to each town, city and county in the state <br />/or 1982 will be cut by 11.08 percent.
