MINUTES <br />CITY COUNCIL <br />NOVEMBER 20, 2006 <br />SPRUCE STREET <br />PROPERTIES - The City Planner reported that Mr. Frattalone has submitted a site <br />FRATTALONE plan for his property which incorporates the requirements of his original <br />COMPANIES PUD Permit, as well as shows some changes fencing, landscaping, and <br />parking storage areas. There are some conditions yet to be met as listed in <br />the City Planner's November 3, 2006 report, but Mr. Frattalone has agreed <br />to comply. The Planner also noted that while Mr. Frattalone's Spruce <br />Street site was rezoned to PUD, the Rice Street site was not, nor was the <br />small piece of land Frattalone purchased from the railroad Mr. Frattalone <br />is requesting the rezoning of these Co parcels to PUD at this time. With <br />regard to the Comprehensive Sign Plan, the Planner noted Chat the signage <br />proposed meets the City's Sign Ordinance requirements. <br />Blesener indicated thaC it was his understanding that there were to be no <br />trailers parked on Che Rice Street site. Keis indicated that there is a <br />tremendous amount of outdoor storage on this site, and felt there was <br />adequate room to move the storage further back into the Spruce Sheet site. <br />Keis asked if the City placed any limitation on the amount of outdoor <br />storage. <br />The City Planner reported that the City requested that outdoor storage <br />areas be designated on the plat as well as screened from view of Rice <br />Street. <br />Blesener agreed that there was plenty of room to move equipment back <br />deeper into the property. <br />Montour questioned why an excavating company needed a reader board. <br />The City Planner replied that one is allowed under the Code, and the <br />City's charge is not to regulate what signs will say, just size and location. <br />It was noted that Mr. Frattalone was not present this evening to answer <br />questions. Council discussed whether or not to table action on this matter <br />until Mr. Frattalone could be present. <br />Keis questioned the amount of traffic from Chis site using Rice Street. The <br />consensus of the Council was that staff research the original approval to <br />determine whether or not traffic controls were imposed, i.e. right turn only <br />onto Rice Street. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-II-279 -CONTINUING THE PUBLIC <br />HEARING AND TABLING ACTION ON THE REZONING, PUD <br />PERMIT, AND COMPREHENSIVE SIGN PLAN FOR <br />
